CCA’s Partnership Development Team assists current and prospective federal, state and local partners in developing correctional solutions designed to meet their systems’ unique needs. This team of professionals offers a diverse range of experience in correctional security and administration, business, government affairs, law, criminal justice, public policy and program development. Such comprehensive expertise eases the partnering process for existing and potential customers at each step, from the Request for Information (RFI) and the Request for Qualifications (RFQ) to the Request for Proposal (RFP) and eventual management of daily matters.
With CCA, the government partner guides the process. CCA understands the complexities of corrections and appropriately designs effective, feasible and appropriate solutions. To help facilitate the process, correctional systems considering partnership are advised to perform an initial internal review of their needs. Providing some information on programmatic requirements, facility type, projected population, custody level and security level best enables CCA to respond with seamless, implementation-ready services.

Mike Quinlan serves as senior vice president, handling business opportunities for federal, state and local government agencies. He is based out of Washington, D.C. He previously served as Chief Operating Officer and Executive Vice President of CCA from June 1999 through June 2002. He joined the company in 1993 as the head of the Strategic Planning Division in Washington, D.C. Quinlan joined CCA following a 25-year career in public sector corrections, including serving as the Director of the Federal Bureau of Prisons. Quinlan holds a bachelor's degree from Fairfield University, a doctor of jurisprudence degree from Fordham Law School and a master's degree from George Washington University School of Law.

Thomas (Tommy) C. Alsup II joined CCA in May 2008 as Senior Director, Local Customer Relations. His responsibilities include managing CCA’s relationships with city and county government agencies across the country. Alsup is also the mayor of the City of Oak Hill, Tenn., a suburb of Nashville. He comes to CCA with an extensive manufacturing industry background, as a partner in a boat manufacturing company that contracts with several branches of local and state governments. He is a graduate of Lipscomb University in Nashville, Tennessee with a bachelor’s degree in business administration.

Jeb Beasley was named Managing Director, Federal Partnership Relations in November 2010. Beasley joined CCA in 2004 as Senior Director, State Partnership Relations. Prior to joining CCA, Beasley worked with the Nashville Area Chamber of Commerce where he served as both Director and Interim Vice President of Government Relations. He also served as the Middle Tennessee Field Representative for United States Senator Bill Frist for two years. Beasley is responsible for managing CCA's relationships with the states of Virginia, Indiana, Mississippi, Missouri, Arkansas, Oklahoma, and Alaska. Beasley holds bachelor's degree in business administration from Belmont University.

He retired from the USMS in August 2004 after a 32-year career with the agency that included serving as Chief of the Threat Analysis Division, and most recently, as Chief Deputy of the Northern District of Texas.

Porter brings nearly 25 years of experience with the Immigration and Naturalization Service, now the Bureau of Immigration and Customs Enforcement (ICE). Most recently, he served as supervisory detention and deportation officer at INS headquarters in Washington, D.C. Porter’s primary responsibility will be to manage CCA’s relationship with ICE.

Bart VerHulst joined CCA in January 2007 as Managing Director, Federal Customer Relations and was named Managing Director and, later, Vice President of Federal and Local Customer Relations in 2008. Prior to joining CCA, VerHulst spent most of his recent years in the political arena. First as a staff assistant to the Bill Frist for Senate campaign, then working his way up through the Frist organization to Chief of Staff for the then United States Senate Majority Leader Bill Frist. In addition to his federal customer relations responsibility, VerHulst coordinates the annual Chairman’s Charity Golf Tournament to raise funds for local charities. VerHulst holds a Bachelor of Arts in Business Administration from Hope College in Holland, Michigan.

Lankford served for nearly two years at Avondale Partners, an independent investment banking firm, in equity research and as director of business development for its Asset Management division. Lankford also spent three years in business development with Pfizer Pharmaceuticals. He served for four years as an infantry officer in the U.S. Army and holds a master's degree in business administration from Vanderbilt University and a bachelor's degree in political science from the University of Tennessee at Knoxville.

John Malloy joined CCA as senior director, Customer Relations in November 2008. Malloy is responsible for managing customer relations in the states of Arizona, California, Oklahoma and Nevada. Most recently, Malloy served as an analyst for Phoenix, Ariz.-based Stone and Youngberg, LLC, where he assisted municipal governments in structuring debt financing. Malloy also previously served on the leadership team for the Arizona legislative budget office, where he helped the Legislature develop and implement budget policy. He earned his bachelor’s degree in political science from Tufts University and his master’s degree in public administration and policy from the University of Arizona.

Brad Regens was named Managing Director and, later, Vice President, State Customer Relations in 2008. Regens joined CCA as Senior Director, State Customer Relations in December 2007 to manage business relationships with established and prospective state partners in the southwestern United States, with an emphasis on Arizona and California. Regens comes to CCA from the Arizona House of Representatives, where he served two years as the Director of Fiscal Policy. Previously, he spent nine years serving in a number of key roles, including Assistant Director, with the Arizona Joint Legislative Budget Committee, where he was responsible for analysis and forecasts of state government expenditures. Regens earned his Master of Public Policy degree from Duke University, and his undergraduate degree was gained at the University of Colorado at Boulder. He is located in CCA’s Phoenix, Arizona satellite office.

Laurie Shanblum became director, customer relations in early 2001. She re-joined CCA in 1994 as director, special projects after spending three years as director, special projects, Criminal Justice in the office of the Governor of Texas. From 1986 to 1991, she was affiliated with CCA as a marketing representative and as director, program development. She has extensive experience serving both adult and juvenile offenders. She holds a bachelor's degree from St. Edward's University and a master's degree from Sam Houston State University.

Chuck Kupferer serves as Senior Director of Customer Relations for the U. S. Marshals Service and Immigration and Naturalization Service. Kupferer joined CCA in mid 1999 from his position of executive vice president at CCA's transportation subsidiary, TransCor America. Kupferer joined TransCor in 1995 following a 24-year career with the U.S. Marshals Service. His law enforcement career began in Los Angeles, Calif. as a street policeman, and in 1975 he was assigned to the office of the director to develop what became the USMS' National Transportation System. He is a former chief deputy in New Orleans and chief inspector assigned to the Counter Narcotics Center for the Central Intelligence Agency in Langley, Va.
